It could be the low beam portion of the bulb is bad , or fuse # 4 is a 15 amp fuse for
the low beam portion of the drivers side headlight , the fuse could be blown , or it
could be something in the wiring
( the fuse panel is in the drivers end of the dash , the removable plastic fuse panel
cover can be seen with the drivers door open )
In a 1995 Ford Explorer : In the fuse panel in the drivers end of the dash ( the fuse panel cover is visible with the drivers door open ) - # 4 is a 15 amp fuse for the left ( drivers side ) low beam - # 8 is a 15 amp fuse for the right low beam and fog lamp system - # 33 is a 20 amp fuse for the high beam lamps
Try pushing your turn signal lever forward , that's what I do to turn on my high beam headlights on my 1995 Ford Explorer

I'm not a mechanic / technician but have you checked the bulb ( it uses one # 9007 headlight bulb for the low beam and high beam headlights on the drivers side that has 2 filaments inside the bulb , check to see if one filament is broken ) Also , the # 4 mini fuse in the drivers end of the dash ( the fuse panel cover is visible with the drivers door open ) is a 10 amp fuse for the drivers side low beam
Yes , the ( 3 ) circles above the headlight switch light up ( OFF / park light symbol / low beam headlight symbol ) at least it does on my 1995 Ford Explorer XLT

Maybe start with dimmer switch, that's what I did on mine.
Probably the turn signals , hazard flashers , high beam headlights etc. like it does on my 1995 Ford Explorer
Low beam side is blown. Replace it. Another possibility would be that the multi function lever on the post is bad you can get a new one for around 60.00

replace the headlight. your indicator lamp inside the vehicle has nothing to do with your headlight working.
