There's a special tool that'll release the latch by sticking it in between the hood edge and windshield. Any Corvette shop or even a dealer should have this. I've seen it advertised in Vette parts catalogs.

I have an 84 Vette and had a similar problem. Get a needle nose pliers. If you able, grab a hold of the cable which is just behind the hood release handle, grasp on to it firmly and pull it, but to to hard. There are hood tools. But if it is stuck, you might have to jack her up, remove the wheel, and back fender skirt. Then the fun begins. If it is broken at the hood connection, you will have to bend a metal rod to reach, and pull.
