Blimps were invented because man wanted to fly , so this was just one of many types of craft developed to achieve flight. Hot air balloons were the first craft developed that actually left the ground for any length of time, so when the technology existed to produce lighter than air gasses in large quantities, this was the point at which blimps were developed.
