Ryanair don't always do this - and all airlines usually stop people from sitting on some rows at the front of the plane. The reason airlines do this is because often when people enter the plane at the front, they tend to sit towards the front of the plane. If the flights isn't full, in order to balance the weight in the plane the cabin crew encourage passengers to sit further back in the plane. This may of been what you experienced with Ryanair.
