Between rows 12 and 14...since all airplanes are different, there's not a really good answer. Row 13 on a Bombardier CRJ 200 is the last row, they're over the wing on an Airbus A320, they're on the upper deck in a 747...and on a Continental 767, there is no Row 13: the plane goes from row 12 to row 14. (For extra entertainment check the Ilyushin 96: the plane doesn't have a Row 11 through Row 15! I found a really good website for this: seatguru.com. It shows a seat map of every plane from every airline.
