The cheapest and probably quickest way is by rail. The best option is to go from London City Airport DLR station to Woolwich Arsenal and then get a Southeastern train service from Woolwich Arsenal to London Charing Cross. Once at Charing Cross, get the London Underground Northern Line to Leicester Square and then the Piccadilly Line to Heathrow Airport.
Although this journey may sound quite complicated it is the best way and the services are frequent. Alternatively you could take a taxi which would probably take longer and be considerably more expensive but will obviously make the journey easier.
