In most states, yes. Since many states have a lower filing requirement than the federal government, this is not uncommon. Also, if you had state tax withheld but not federal tax but are otherwise below the filing threshold, you might want to do this. Note however that most states base their income taxes on your federal tax in some way, so you are probably going to have to fill out a federal tax form in order to calculate your state taxes even if you are not required to file it.
Usually no. If you're Single under 65 and your gross income is under $8,950 for 2008 (under $9,350 for 2009), then you aren't required to file. However, even if you're not required to file, you should file if income tax was withheld from your paychecks in order to receive a refund of that tax. You also should file if you're eligible for certain tax credits such as earned income.
I have Form 1099R in my posession, which form o I need to file my information in order to receive my federal income taxes with held?
In order to maintain federal programs (health care, military costs, social security, ect.), each citizen is required to pay a portion of their income in order to keep these very expensive programs running. Each state in turn has their own individual programs which fall strictly under state jurisdiction (not under federal control) and thus states also tax citizens in that state to support their own programs.
To determine if you are required to file a federal income tax form, see Tables 1, 2, and 3 on pages 2, 3, and 4 of Publication 501: State income tax requirements are different than federal. You should consult the instructions that come with your state tax forms or you might be able to find the information on your state tax department's web site. Even if you are not REQUIRED to file, if you had tax taken out of your salary, pension, Social Security, or other payments, you should file in order to get a refund.

Yes, lying to the federal government in order to defraud them of money is illegal. And stupid; employers are required to send info to the IRS, so if you're claiming income they have no record of for a refund of taxes they have no record of you paying, they're going to get at least a little suspicious.

First, a company can not garnish an employee's wages. A court order is required to begin a garnishment of wages which a company is legally required to follow. Federal law mandates that a maximum of 60% of an employee's income can be garnished. This amount is determined by a judge and varies from situation to situation.
