08 sort code headers are all Co-operative Bank ones. The Co-operative Bank is a full clearing member of APACS, BACS, CCCC etc and so has agency arrangements with non-clearing banks and building societies (for example MBNA-Bank of America, Northern Rock, Citi Group) to allow those institutions to accept deposits and make payments through clearing.

In the case of 08-32-10 this is for HMRC electronic bank transfers at an account held with Citi Group. Since the Bank of England pulled out of providing such accounts Citi Group won the contract to provide accounts to the Government Banking Service (GBS) as did RBS Group. The GBS sort codes for electronic payments generally start 08-3X-XX. As well as HMRC you will see these for accounts held with National Savings.
