Non-discretionary policies are ones that automatically happen. A progressive income tax and the welfare system both act to increase aggregate demand in recessions and to decrease aggregate demand in overheated expansions. Discretionary policies are those that the government chooses to do in response to conditions -- e.g. enact a tax rate cut.
For tax purposes, nothing...and they both are the same as any income from your employer for tax. Definitionally - Bonus is normally for achieiving certain results personally or as part of the organization - (like having the best attendence gets a bonus, or everyone in the department gets a bonus for getting the big project done on time). It is intended that the awarding of it and the amount would be discretionary on the employers part. A retention bonus is for your promise to stay on for at least some time or specific event. For example, the company has been sold and as what you do needs to be done for some time and tranasferred to the new owners staff, you will be given a bonus if stay until the XYZ system is converted to theirs.
Discretionary fiscal policies are those that are enacted in response to a need, for example, a tax cut. Non-discretionary fiscal policies are those that happen regardless of conditions or need, for example, the welfare system.

I concur, this is still considered income earned from employment and includable in the SS tax base. Yes, bonus payments, in fact virtually anything received of value, are the same as cash or any other income received from your employer for tax purposes. It is simply an 'Income' and therefore subject to income based taxes. (Depending on your particular plan, it may or may not be available for 401k matching). No - you didn't discover some strange loophole (because they don't exist) - like the calling a payment something other than salary makes it not income and not taxable! (If you did, it would be corrected by law and regulation in like 1 minute!)

An example of discretionary stabilization is when the government implements fiscal policy measures, such as changing tax rates or increasing government spending, to counteract economic fluctuations and stabilize the economy. This can help to stimulate demand during economic downturns or curb inflation during periods of overheating.
