Your information was never correct PS4 games will be designed for the greatly expanded capabilities of the PS4 and will not be playable on a PS3 ever. Both Xbox/Microsoft and Sony/PS2 have already learned how many problems come from trying to make a console play games in a new machine. They also learned that the Game designers may not always give approvals and allow software development
No when they release a PS4 it will not play PS3 games. Console manufactures can not make a device that can run both consoles software without having problems. That resuults in complaints and customer disatifaction. Customers only care that the title they wanted to play is having problems. They don't care that the company that designed the game will not help to fix the problem for free like they would have to for the PS3 game console. The company may not even be in business any longer or may have merged with a new company. Sony learned there lesson on all the problems still facing them from the PS3 models that were sold as playing PS2 games.

No you will not be able to play the games either way. Systems changes on the PS4 allow them more design capability for games and many titles will be released in a downgraded PS3 version. You still will have to have a PS4 to play PS4 games and a PS3 to play PS3 games.
