Paper mache should stick to most kinds of tape as long as it covers the tape completely. If you're using a flour-and-water papier mache glue, this probably has less chance of adhering to a plastic-type tape once it dries. But it your layer of paper mache covers the tape completely, this won't matter.
If you use a mixture of craft glue and water as your paper mache medium, it should stick well to any kind of tape, even if it only covers the tape partially.
If you use masking tape, a flour and water paper mache adheres just fine.
