It depends. If the Muslim birthrates in Europe and the Non-Muslim birthrates in Europe remain the same, than Europe will become a Muslim majority area by the early part of the 22nd century. However, the birthrates of European Muslims are declining and European hostility to Muslims in Europe may lead to some kind of expulsion of Muslims. These things could change the estimated time.

If the question is whether or nor Muslims will constitute a majority in several Western European states in the near future, the answer is Yes. The Muslim population growth, if it continues at the present rate, compounded with the general decline or non-movement in growth of the endemic European population in those countries will lead to significant Muslim minorities within two or three decades in several European countries and eventually majorities in subsequent decades.

If the question is asking whether European governments will be reshaped into "Islamic governments", that is more questionable, first because there is no clear formula for what an "Islamic government" is, and second, because most Muslim Europeans prefer the non-repressive nature of European States to the accoutrements that are usually present in their ancestral homelands. However, questions on what a Muslim should believe politically in Europe are heavily debated within the community, so any extrapolation at this point would be premature.

Europe has already had Muslim influences due to the presence of the Ottoman Empire. At its height the empire encompassed most of southeastern Europe, including present-day Hungary, the Balkanregion, Greece, and parts of Ukraine. Right now, the Immigration pressure is due to war in the Middle East and in the years to come, it is predicted that global warming will cause another period of migration because the region may simply become too warm to grow food or have enough water. Certainly there is an issue with assimilation given the large cultural differences between the middle eastern lifestyle and that of most of Europe. People everywhere are going to have to behave better and find a common ground rather than the "my way or the highway" viewpoint.
