The Third Amendment to the United States Constitution was included to avoid a repeat of the situation before the Revolution when Britain issued the Quartering Acts aimed at strengthening it's grip on the colonies. In a broader sense it is aimed, like many other amendments, at preserving civil liberties.
There is actually a purpose for the Third Amendment. People believed that Americans were entitled to privacy. They did not deserve to have soldiers come into their homes without their consent during times of peace. We are the free-est country on earth because our Founding Fathers believed that we were entitled to certain freedoms such as those given to us by the Third Amendment.
