this is a horrible answer. I'm downvoting your answer.

when flags are at half mast it means that someone died. Usually it is a sitting politician or a retired politician. It can also be flown at half mast after a tragedy.

lame answer

The correct question should be "Why are flags half staff today?" (Half-mast refers to ship-board practice) The President of the United States can request that the flags of the United States of America be flown at half staff out of respect for the death of government officials, dignitaries, or others for a period of mourning.
