The Torah states that we must learn it and obey it fully (Deuteronomy ch.13), and that the Jews as a whole will at some point reach this state (Deuteronomy 30:1-10). The Orthodox attitude is that this should be encouraged through speaking to our fellow Jews when feasible and appropriate. No force or threats are used. Those who show no interest are not badgered.

Perhaps this may be the bubble that I live in, but I have never met a person (on multiple continents) who expects every Jew to be an Orthodox Jew. A number of Liberal Jews (Conservative, Masorti, Liberal, Reform, Reconstructionist, Atheist, etc.) are simply too famous for most Jews and Non-Jews to ignore.

Now, most Orthodox Jews that I meet believe that every Jew should become Orthodox or "convert" to Orthodoxy, e.g. become a Ba'al Teshuvah, since they believe that the optimal way for a Jew to be a Jew is according to the historic way that the covenant has been implemented. However, there is no Orthodox Jew who expects every Jew to be an Orthodox Jew; in fact, most Orthodox Jews are painfully aware that they are a minority in the Jewish community and spend an incredible amount of time and resources to try and inform Liberal Jews about Orthodox Judaism.

Also, I have met people (both Jews and Non-Jews) that expect all Jews to be White or Polish-looking people and are confused when I show up as a Mizrahi Jew (a Jew from an Arab country) with olive skin and claim to be "just as Jewish" as the more famous and populous European Ashkenazi Jews. There is also a general expectation, especially among Non-Jews that have never met Jews, that Jews are almost exclusively wealthy and when they see middle class or poor Jews are completely confused by this state of affairs. However, most people are aware of Jews who are clearly not Orthodox, like Steven Spielberg or Scarlett Johansson and, therefore, do not assume all Jews are religious.

This is the same ignorance and faulty reasoning that would make people think every Christian should be a Catholic, every Muslim should be a Wahabi, every Japanese should be a Shintoist, etc.
