There are many reason why a girl may choose not to date someone:

• she may be interested in someone else
• she may not be allowed to date
• she may be uncomfortable going on a date alone - try asking her to a group activity or on a date with others
• she may think you are not that interested in her
• she may not know you very well
• she may not be interested in the same things that you are interested in
• one of her friends may like you and she does not want to hurt her friend
• she may not like something about you - you could try to change her opinion
• she may just want to be friends with you and not worry about going on dates
