First answer: In 1995 Professor Carl Johanissburg discovered what had previously been hypothenized in theory only: a second, subtle form of oxygen which was named O23. In an aborted attempt to raise fuel mileage the second sensor was added at a cost of over $8000.00 per vehicle. When Professor Johanissburg was discovered to have made this all up in an attempt to impress his Argentinian mistress, Chrysler engineers, in their wisdom, dropped the additional 02 sensor and concentrated their efforts once again on making the air conditioning system more convoluted. This effort was a success in that it statistically extended potential repairs past the warranty period and saved the company a whole butt load of cash that they could then pass along to executives in the form of bonuses.
