I don't know anyone who is allergic to black pepper and not white pepper. They are both the same thing -- the black is the outside of the peppercorn, and the white is the inside. The white does not taste quite as strongly, so maybe they don't react to small amounts, but give them enough and they would react.
They will also be allergic to the colored peppercorns -- green, red, pink, etc.
I am allergic to it, and it is a royal nuisance. It makes it really hard to eat out, and at occasions like pot lucks I just eat at home first. I don't want to have to tell everyone at a function how to cook.
Black pepper is the whole peppercorn and white pepper is the peppercorn with the shell removed. Black pepper has a black outer shell that has a strong flavor while white pepper is milder in flavor. Use white pepper in dishes such as white sauce where color makes a difference in presentation. Darker dishes will use the black pepper.
