They're not, they're considered to be mammals. They are warm blooded, nurse their young, have small amount of hair/fur, they live on the ground and therefore hav four legs and finally they have lungs and need air to breathe.

The Pangolin (Manis javanica), is a mammal. Most of the species are nocturnal, and curl into a tight ball while sleeping during the day. They have been classified with several different orders in the past, from Anteaters, and Sloths, to the Armadillo, which it does resemble. Genetic testing has settled it's classification. The order is Pholidota. It is the only mammal with "keratin scales" that cover it's skin, these help it appear reptilian. For more details, please see sites listed below. No, it is a eutherian mammal. It has an "armoured" skin, similar to a crocodile, which makes it look reptilian, but it isn't.
