The 15th Amendment to the Constitution dealt specifically with the right to vote. It stated that a man couldn't be kept from voting based on the color of his skin or the fact that he was formerly a slave.

Several groups were not happy with the way the 15th amendment was written. Representatives from southern states (those that had previously been slave-owning states, such as Georgia, Alabama, and Mississippi) were especially upset because this amendment gave black men the right to vote; these southern states became determined to delay or stop the amendment. Feminists were also upset because women were not included: black men were granted suffrage, but the right to vote was still denied to women.

The Southerners, because they didn't want black people to vote and the 15th Amendment allowed people of all colors and races to vote and denying this right was not allowed, which angered them (the Southerners).

To pass an amendment to the US Constitution requires the support of the majority of states, citizens, and Federal office holders. People in favor of guaranteeing people the right to vote are called fair minded people. The opposition came from people opposed to equality.
