As a young clerk, he was Lincoln's private secretary and prior to Cabinet selection was US Ambassador to the United Kingdom. # Francis B. Loomis (1861-1948) - Assistant under Hay, served as acting Secretary from July 1 to 18, 1905. # Elihu Root (1845-1937) - Secretary of War under McKinley and Roosevelt, moved to State Department for most of Roosevelt's second (elected) term. # Robert Bacon (1860-1919) - Assistant to Root, acting secretary while Root was in South America in 1906, and full Secretary for the last month of Roosevelt's presidency. (Because transcontinental communication was not always possible in 1906, Bacon acted as domestic Secretary of State during Root's absences. The reason for his elevation for 38 days was that Root had been elected to the US Senate.)
