The first answer here was: The slowest person would be a baby. Actually, that wouldn't be true. Babies move their arms and legs very quickly. They can also crawl quickly once they get the hang of it. If you try and replicate all the movements a baby makes - no matter how spastic they may seem - they are constantly moving and it would tire you out. Some other ideas: The slowest person would more likely be someone without the use of arms or legs, and without a device that helps them mobilize. Or someone ridiculously obese and bedridden.
