Heilmeyer, in a contribution to the Conference on the Pantheon in Bern in 2006, argued that stylistic evidence suggests that its design was by Apollodorus of Damascus, who was Trajan's architect. If the works were started under Trajan, they were completed under the emperor Hadrian (reigned 117-138). The rebuilding was completed in 128.
