There is no government that advocates the view that no laws should be promulgated concerning religion. The United States Constitution is probably most direct on the issue, prohibiting three major sets of laws about religion that cannot be promulgated: those concerning the establishment of a national religion, those limiting the free exercise of religion, and those requiring a religious test for citizenship or government post. However, there are numerous laws concerning religion, such as how they should be taxed, what places they can build new houses of worship, what should be taught in science classrooms, etc.

Yes. Judaism encourages freedom of religion. Judaism is against proselyting and only reluctantly accepts converts, after making sure they have no ulterior motives. Judaism believes all of mankind should keep the seven Noachide laws, but otherwise can keep any religion they wish.
It is a government based solely upon religion. It depends on the religion to see what its like. Basically the beliefs the religion has are turned into laws. So if the religion says you cant eat a cow, then eating a cow would be illegal in a theocratic government.
