Yes, medical recruitment occurs on many levels. Interns/Externs are recruited, physicians are recruited, and even medical administrators are often recruited.

Psychologists are not medical interns and do not live in the medical center. While some med centers may have overnight accommodations for certain events, they do not provide housing. Medical students may opt for a residency in psychiatry, in which case they are not "housed" in a particular area. Psych residence live in houses and apartments in the community like anybody else.
