The second treasure is located in The Hanging Rock North of Armadillo. It's behind the rock and it should look like a pile of rocks. Go near it, then press inspect (Y for Xbox 360 and triangle I think for PS3).
The treasure hunter is a random event, listen for gun shots whilst traveling.

there are many treasures through-out the game mostly in the mountains. I forget witch one but there is a general store that sells a map item that helps you find them.
