hindi keyboard is very different. You can use a quick google search and remapp your keys.
Press [Shift Key] and [Comma Key], then the number three Eg: <3

They can vary slightly in placement depending on the keyboard layout.
maybe you keys are broken. all i do to put a greater than or less than symbol is hold shift then press the comma on the keyboard for less than... and hold the shift and press the period on the keyboard for greater than.
