Chili's gets large shipments of tortilla's in several times a week, just like any other restaurant that would serve anything with a tortilla. For the chips, the morning cooks cut those into fours, and then they are fried. Normally enough for the lunch rush. The same thing is repeated for dinner. So the answer to your question is ... no. They do not make them, just finish the product.
