Cameras have always been colored. However, the earliest hand tinted color film was distributed in 1895 to the movie industry. Color still Photography became available to the general public around 1935 although experementation had started some 70 years earlier.

Color film was indeed invented. It's just it had a relatively low budget and RKO, the company who funded it, were near-bankruptcy. And at that time, color film was more expensive. In fact, the first color photographs were taken in the 1800s. It seems ironic that now, black and white film is more expensive than color! Hehe!
