A valve in the Plumbing sense is a mechanical device to open or close the water flow. It can be a screw operation called a 'Gate Valve' or a simple 1/4 turn handle called a 'Ball Valve' . These are more modern and efficient.
some engineers believe that HCR stands for High Closing Ratio. but Hydraulic Control Remote seems to be more related and is more correct. my reference is www.oilfield-dictionary.com/hcr-valve/

Your engine will probably missfire and you will not have compression in the cylinder that has the broken valve spring because your valve will stay open.
You know it by touching and feeling the pipes on the hot water side; if they are hot, there is water running through the pipes and obviously the heater valve is open on hot side.
