I am assuming you are speaking of the sewer bill, when you find this answer please post it, because I think that it is a rip off, I own two properties that I rent and when they are behind on their water bill, they send me the sewer part and attach it to my property tax as well, and I think it is a terrible injustice to home owners every where, and next the gas company will be making me pay for others instead of cutting off their services, and have you noticed the delivery charge on your gas bill, mine is more then the gas I used.
