Dr Safar never tried to claim originality for his invention. He always said that he only put together techniques that were already known in his time which where. Mouth to mouth resuscitation, head tilting and chest massage (or cardiac massage).
Sometime between 1954-1956 James Elam and Peter Safar were the first to demonstrate cpr then wrote a book about it in 1957. CPR was officially developed in 1960. The public started learning it in the 1970's.
In 1960 CPR was introduced to the field of medicine. Rescue breathing was introduced in 1958.
