To create a certain effect for a piece of writing, use descriptive words. If i wanted a creepy effect on a piece of writing, i could find a good topic for scary things like nighttime and use a lot of descriptive words. An example of this could be something like:

The night was dark, i was alone, and the velvety sky was darker then the trodden shadows beneath my feet.
