In humans, during the fetal growth process, this would basically mean no body parts or organs would be formed and eventually the cells would die, and therefore the child would die. If the cells didn't replicate in people who are already born, then people wouldn't grow and again, the cells would eventually die. In plants, if cells didn't replicate, the plant would not form anything from the seed stage, and if it were a mature plant, then it would not grow and would eventually die.
