In 1842 the Fugitive Slave Law made in 1793 was determined to be constitutional under the laws of the United States. This meant that capturing slaves was now a Federal government responsibility. The court case that brought this about was Prigg v. Pennsylvania.
Nothing did.
It was the failure to settle this issue that caused the Civil War.
The Missouri Compromise of 1820 looked like a clear solution - no slavery North of the Missouri line. But the enormous new territories acquired from Mexico in 1847 intensified the debate, and all the later compromises failed.
