Low temperature is a term of comparison. It is lower than some other temperature which we consider to be possibly a normal, or high temperature. Without context, we cannot state a specific temperature that we consider to be low. Low temperature physics concerns research in a temperature range of not more than a few Kelvins, or in other words, minus 270oCelsius or colder. It is now possible to obtain temperatures in the range of a thousandth of a Kelvin. That is the temperature range in which you can create a Bose-Einstein condensate, for example.

Below 32 Degrees is classed as a low temperature. (Freezing point for water.) But that is scientific. Me personally would be 0+- and in the negatives.
