Norway, Switzerland, The Vatican State. Furthermore the east European countries and the balcan countries are not all members of the European Union, therefore Belarus, Ukraine and Moldova or Croatia, Serbia, Montenegro, Macedonia, Kosova are not members of the union.

What Scandinavia is differs, but taken in its main sense it consists of only Norway, Sweden and Finland. Norway is the only Scandinavian country not in the European Union. Iceland isn't really part of Scandinavia, but sometimes is referenced as part of it. It is not a member of the European Union.
