Technically, it should NOT be thought of as an acceleration lane because at any Merge you may be required to STOP if you cannot merge safely. You must put on your turn indicator. When it is safe to merge, you accelerate and merge into the flow of traffic. You should not attempt to merge if you are moving significantly slower than the oncoming traffic.
