Technically, it should NOT be thought of as an acceleration lane because at any Merge you may be required to STOP if you cannot merge safely. You must put on your turn indicator. When it is safe to merge, you accelerate and merge into the flow of traffic. You should not attempt to merge if you are moving significantly slower than the oncoming traffic.
Traffic congestion, an insufficient acceleration ramp prior to merging onto the expressway, weather conditions, blockage of the roadway.

stopping
When entering or merging with highway traffic, it is safest to match the speed of the traffic already on the highway. This helps to maintain a consistent flow and reduces the chances of causing a disruption or collision.
An on-ramp is a road or lane that allows vehicles to enter an expressway or highway. It typically has a merging lane that vehicles use to reach the desired speed before merging into the flow of traffic.
When entering an expressway, never stop in the acceleration lane unless traffic is stopped. This would cause an accident if the traffic was not moving and a persons car was continuing to accelerate.
The first thing that is necessary to enter an expressway is to get on the on ramp. At this time, you should speed up the car so that you can enter traffic at their current speed. Then put on the blinker and move into a lane when able.
If you have an acceleration lane you should accelerate to the flow of traffic and merge into traffic.
You should accelerate to the same speed as the traffic in the lane you are merging into. Then adjust as needed when you are safely in the travel lane. (Entering from the left may mean you are entering the fastest lane of travel, and you also may not have a clear view of traffic directly alongside you.)
This is purely an opinion question. It's like asking which supermarket checkout line you should choose. You can choose any traffic lane you wish so long as it is not a marked HOV lane.
