Charmander: In Cerulean City, you have to go up the Nugget Bridge, defeat the 5 trainers and the Rocket Grunt. Then go to the left of the Rocket Grunt, and up through the small opening in the jumping ledge, then talk to the man. He will give you a Charmander. Nugget bridge is north of Cerulean City and the guy who gives you charmander is standing next to a pokeball.
Squirtle: Once Lt. Sarge the electric style Pokemon leader from vermillion has been beaten speak to officer jenny who can be found walking around vermillion. She will give you a Squirtle.
Bulbasaur: Go to the house next to the gym in Cerulean city. Make sure you're pikachu is above level 25!!!! speak to the old lady inside, she should give you a bulbasaur.
NB: I have only collected them in this order so it might not work if you tried to say collect the bulbasaur first.

there are a lot to mention but I'll give some. in Pokemon Yellow you can have Pikachu, Charmander, Bulbasaur and Squirtle all at the same time where in Red and Blue you can only have one. Meowth is not wild in the Yellow version but can be caught in the Blue version.

bulbasaur, squirtle and charmander are all great to start with, but i find charmander the strongest. charmander is also the best for obtaining suicune
