The .204 Ruger is a .222 Remington Magnum casing, necked down for a projectile of 5.2mm/.204 inches. When introduced in 2004, it was the highest velocity production cartridge in existence. There are AR-15 upper receivers available for it, among other platforms.
With a 32 grain V-Max bullet, the .204 Ruger has a muzzle velocity of about 4225 feet per second. Pretty quick.
The 204 Ruger is actually a rifle cartridge, therefore does not come with any accessories. It is primarily intended for use with Ruger's Varmint rifle.
Velocity means speed. So high velocity is high speed and low velocity is low speed. Example: High velocity 204 Ruger 32 grains 4000 fps 1200 ft. lbs. Low velocity 577 Nitro Express 750 grains 2050 fps 7000 ft. lbs.
Yes, there are .20 cal bullets. Not very common, they are typically very small bullets for high velocity rifles. The Ruger .204 is about a .20 caliber cartridge.

Some of the fastest- the Ruger .204, the .220 Swift, and the 30-06- but only if the 30-06 is shooting the Remington Accelerator. That is a sabot cartridge that fires a small .25 caliber bullet at roughly 4,500 fps.

Difficult to answer. For a standard cartridge, it is probably the Ruger .204, with a claimed muzzle velocity of 4225 FPS. However, the Remington Accelerator in 30-06 (firing a .25 cal bullet held in a plastic sabot) claimed speed of around 4500 fps. There have been a few wildcat loads that claim around 5000 fps- which is about at the limit of acceleration that smokeless powder can produce.
That is the correct spelling of Ruger, which is named for William Ruger of Sturm, Ruger & Company.
