According to the Oregon Statutes there is not a legal age set for a babysitter. There is a definition of "babysitting", according to Oregon's Department of Human Services which states:
"Babysitting" means the provision of temporary, occasional care for a child or young adult that is:
(a) Ten consecutive hours or less; and
(b) Not overnight care.
In instances of foster children in the home the babysitter must be at least 14 years of age, again according to Oregon's Department of Human Services:
Babysitters.
(a) The certified family must use a responsible person 14 years of age or older for babysitting, and must:
(A) Assure the babysitter is capable of assuming child care responsibilities required to meet the needs of each child or young adult, and will be present with the child or young adult for whom the babysitter is providing care at all times, and
(B) Have no reason to suspect that the babysitter --
(i) Has any criminal history or child abuse or neglect history; or
(ii) Poses any risk to the child or young adult for whom the babysitter will provide care.

There is none as long as the person your babysitting for trust you then it is ok. Some kid i know started babysitting at 9 he was in charge of a 1 year old!
