Short answer, if you're referring to the Union Jack, it isn't.

The red plus-sign is the symbol of England and it's also the symbol for Northen Ireland (I think). The white X and the blue background are Scotland's symbol, leaving nothing for Wales.

Kind of hard to represent Wales in there though; I don't think the flag would benefit from having a green bottom half and you couldn't really put the dragon in the middle, although I think it could look good!

--The red X is Nothern Ireland!

EDIT:

Wales is represented by the Cross of St George (Symbol of England) since it used to be part of the Kingdom of England.

EDIT: The "Union Jack" is a nickname of sorts for the "UNION FLAG"

Ireland has a DIAGONAL RED cross which sits offset to the Scottish Flag which is another DIAGONAL CROSS which is WHITE on a BLUE BACKGROUND (hence the Blue bit).

Green & white superimposed by a red dragon. === === There is a red dragon passant guardant (meaning it is walking with one front leg raised in defence) on a background which is horizontally white over green which were the colours used on the flags of the Welshman Henry Tudor who later became King Henry VII of England. The red dragon itself is an ancient symbol steeped in legend. According to Welsh tradition it is the Ddraig Gochand one of two dragons (one red and one white) which were revealed by the infamous wizard Merlin or Myrddin at the place called Dinas Emrys for the benefit of Vortigern. Vortigern was the High-King of the Britons and was losing the war against the Saxons (the ancestors of the English) who had invaded Britain from Saxony and meant to make it their home (in about 450AD). According to the story called The Prophecy of Merlin, the two dragons were seen to fight each other ferociously with the red one eventually defeating the white one. Merlin advised Vortigern that the red dragon thus represented the Welsh people and the white the English people and that this prophecy meant that the Welsh would one day overcome the English. That is what it is and why it is on the flag.
