The rocker arm multiplies the lift of the cam by the amount of the ratio. If the cam had .300" lift, and the ratio was 1.5, the valve would open .450". (.300 x 1.5) If the ratio were 1.6, the valve would open .480".
So the 1.6 rockers would open the valve .030" further than the 1.5 rockers with almost no change in duration. This might improve performance in some applications. Sometimes there is a performance improvement using 1.5 on the intake valves and 1.6 on the exhaust. Best way to find out is the take it to the drag strip and try all combinations on a test n tune day.
