Informally: The two can be used interchangeably.

Formally: Squiggly didn't know whether Aardvark would arrive on Friday or Saturday. (This says that Squiggly WILL arrive on one of the two days. Using "if" would mean that Aardvark Might arrive on Friday, Saturday, or not at all.)

Whether, like either, conveys an additional sense of an alternative, as above (whether Friday or Saturday), sometimes stated as "whether ... or not," sometimes simply implied.

"If" is typically used in conditional statements to introduce a condition that must be met for something else to happen. "Whether" is used to introduce a choice between alternatives or possibilities.
