Descriptive ethics tries to write down the rules of behaviour that people use in their lives.
For example: "some people believe that it is alright to lie in certain circumstances". They don't judge whether or not it is alright, they just say that some people believe that it is alright. Descriptive ethics are not value judgments about what is right or wrong, they are just observations about how people tend to behave - what ethics they tend to follow.
Prescriptive ethics is what you have when you write down the rules that people should follow. For example "it is never alright to lie". This is a statement that doesn't say what people are actually doing, it says what they should be doing. It is a value judgment.

Prescriptive discourse is any discourse that promotes what should be thought, spoken, or done. For example, the sentence 'That window is open' normally expresses a certain descriptive thought (proposition, statement), namely, that that window is open. By way of contrast, the sentence "You should open that window" would normally be used to tell someone what to do, to prescribe a certain action. So prescriptive discourse is normative discourse. It is discourse about what ought to be the case rather than descriptive discourse about what is the case.
differences between law and ethic . A law is something you must obey. Ethics is how society expects you to behave.
Ethics of doing is based on one's political thinking. Ethics of being is based on an individuals way of moral thinking.
values determines "what is wrong and what is good" ethics determines "doing what is good and what is bad"
I think the difference lies on who it is meant to be. For the counselling, it is for the counselor for when they do their job and for nursing then its for nurses when they do their duties.
