I guess the answer to your question depends on which Wind Chill Index (WCI) you use. See, in 2001 the National Weather Service changed the way they determine the Wind Chill Index (WCI). So a wind chill index of -45F using the new WCI would have been -69F on old WCI in use prior to 2001. The coldest windchill I ever experienced was under the Amundsen_Scott South Pole Station. The station's design is an inverted wing and thus the wind accelerates under the station. This was design to prevent snow accumulation from under the station and it works. In 2014, Anemometers were placed under the station to measure the wind speed. One of the meteorologist stated they calculated the windchill to be -217F.
