It's always been my opinion that "Rapunzel" is about the consequences of parenting in the wrong way. Rapunzel's birth mother doesn't care for her enough -- she gives her away to satisfy a craving! Rapunzel's foster mother overprotects her and micromanages her life. I think she wants to keep Rapunzel an innocent little girl forever. When Rapunzel reaches puberty the witch shuts Rapunzel up in a tower to prevent all contact with men, similar to a modern overprotective parent who refuses to let their children learn anything about sex in a misguided attempt to keep them virginal. In the original Grimm, Rapunzel gets pregnant by the prince and the witch discovers it when Rapunzel innocently wonders why her clothes are getting tight. The witch feels betrayed, whacks off Rapunzel's hair and sends the prince tumbling from the tower into thorns that blind him. There's no more need for the tower, and the witch disappears from the tale.
Much later, the lovers reunite in the forest and Rapunzel's tears cure the prince's blindness.
