The person says a collection of teachers is a 'staff of teachers', i contended that one cannot use the phrase 'staff of teachers' to refer to any random collection of teachers irrespective of their place of employment but she disagreed saying any group of teachers can be called a staff of teachers even if they do not work for the same school, institution or whatever.
