I've seen both dog and coyote attacks do this, but just decapitating speaks of an animal that was not "trained" by their parents on how to eat what they kill, and is working solely on prey response (instictive kills), so I'd be inclined to think feral dog(s). Ask around and see of your neighbors have experienced similar attacks. Also, animal control can no doubt provide some insight.
UsuallyFox's kill chickens and then leave most of it where they killed it. Birds of Prey have also been known (almost always Buzzards take out a chicken if really in need of food but this case is rare and usually only happens in the countryside.
