"Smoke and mirrors" means trickery or something misleading, false or untrue, kind of like a magician's stage act of cutting a person in half. In reality, such a magician's act certainly seems to be happening, and the audience is fooled -- through devices such as mirrors, and distractions and hiding devices such as smoke, the magician conceals both his methods and also the person's escape from the "box" that is sawed in half. The same phrase is used as a metaphor for any sort of distraction and smokescreen used by businesses or persons who wish to conceal any of the following: the actual truth of what is really going on, or the situation as it may be in reality, or the actual truth about how something came to pass.

It's from the magic business - magicians often use smoke onstage to confuse the audience, and they use mirrors to fool them into thinking they're seeing something that isn't there. If something is "all smoke and mirrors," it's full of trickery and falsehoods.

What does 'The one to be fooled is wise enough to see beyond the smoke and mirrors' mean?

Magic tricks, or illusions, fool the audience by various means. These might include wires, hidden doors, mirrors, smoke, or just about anything else, but idiomatically they are known as "smoke and mirrors." The term "smoke and mirrors" is more often used to describe other tricks used to try to distract or delude someone than to describe an actual magic show. You might say "The Congressman's speech about the economy is just smoke and mirrors," meaning it's just an attempt to delude anyone who will listen. If you're wise enough to see past the smoke and mirrors, that means you're too wise to be fooled.
